On this occasion, a promotional event was held today at the premises of the HJPC BiH to mark the beginning of the electronic issuance of certificates of non-criminal record in pilot courts in BiH, which, in addition to members of the HJPC BiH, was attended by representatives of IDDEEA, pilot courts, and the media.
The President of the HJPC BiH, Sanin Bogunić, pointed out that this activity stems from one of the strategic goals of the Medium-Term Development Strategy of the Judicial Information System of Bosnia and Herzegovina, which seeks to accelerate and automate processes, achieve savings, and ensure greater transparency. "As a result of this project, citizens from the areas of Bihać, Mostar, Široki Brijeg, and Sarajevo Canton have the possibility to complete the request for the issuance of a certificate of non-criminal record, along with all accompanying activities, such as paying fees, from the comfort of their home. Instead of physically going to the locally competent court to submit a request for the issuance of a certificate, and subsequently to pick up the certificate, we can now do it in a much faster and easier way, electronically, provided that we have a secured electronic signature, which, thanks to the engagement of IDDEEA, has been made possible for the citizens of our country," pointed out President Bogunić.
"The digitalization of the judiciary in Bosnia and Herzegovina represents an important step towards building a more efficient, transparent, and accessible system for citizens. By introducing electronic services such as the digital certificate of non-criminal record, developed with the support of the Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina, we not only simplify administrative processes but also significantly shorten waiting times and reduce the need for physical visits to counters. Citizens will use these services through digital identification, using a qualified electronic signature issued by IDDEEA, which ensures a high level of security, legal validity, and trust in electronic processes. Such solutions, realized in cooperation with partners and with the support of the European Union, confirm the commitment to modernization and further digital transformation of public administration and the judiciary in Bosnia and Herzegovina," pointed out the director of IDDEEA, Almir Badnjević.
"This project represents much more than a technical improvement of an administrative procedure. It symbolizes a concrete step towards the modernization of the judiciary, strengthening the efficiency of court work, and improving the accessibility of judicial services to citizens. The very fact that the court has issued about 31,000 certificates of non-criminal record in the past fifteen months speaks to the importance of this project for our court," pointed out Damir Batotić, President of the Municipal Court in Sarajevo.
The service is accessed via the website of the judiciary of Bosnia and Herzegovina https://pravosudje.ba, by clicking on the Services section – Certificate of Non-Criminal Record, or via the link: https://vstv.pravosudje.ba/vstvfo/B/10001/article/162539, which will also be available on the websites of the four pilot courts.

After the completion of the pilot phase, it is planned that the "Online issuance of certificates of non-criminal record" service will be gradually developed in other municipal and basic courts in Bosnia and Herzegovina, which will further accelerate and automate processes in the judiciary, on the path to further and complete digital transformation of the Bosnian-Herzegovinian judiciary.
